‘It is a procedural document for asset management; not an admission of asset theft’ – EC on memo for unaccounted BVDs

The Electoral Commission (EC) of Ghana has clarified that the memo written by its Deputy Chairman in charge of operations to Regional Directors regarding the accounting for 28 Biometric Verification Devices (BVDs) used in the 2023 District Level Elections (DLE) does not imply admission of theft of the machines.

In a press release dated March 22, the EC emphasized that the memo was issued as part of routine asset management procedures to ensure the return and accountability of all electoral equipment, including BVDs, to the Commission’s custody.

The Commission refuted rumors of alleged BVD thefts, asserting that there have been no thefts of BVDs from its stores. The only items reported missing were five laptops, distinct from the BVDs, which are incapable of affecting the integrity or outcome of elections.

The memo, titled “RETURN OF BIOMETRIC VERIFICATION DEVICES,” was intended for internal asset reconciliation, not an admission of theft. The EC underscored its rigorous asset management system designed to maintain transparent and accountable inventory of all Commission assets.

Addressing concerns raised by the National Democratic Congress (NDC) Minority in Parliament regarding missing BVDs, the EC reiterated its commitment to electoral integrity, emphasizing that BVDs are equipped with sophisticated security features and cannot compromise the electoral process without proper activation within the Commission’s framework.

The Commission urged stakeholders to exercise caution in disseminating information and refrain from unverified speculations that could undermine public trust in the electoral process. Emphasizing its dedication to delivering transparent, free, and fair elections, the EC reaffirmed its commitment to upholding the highest standards of integrity in its operations.
