Tricycle(Aboboyaa) operations in parts of Greater Accra restricted

The Greater Accra Regional Coordinating Council (GARCC) has taken measures to address traffic congestion and disorderliness in the streets of Accra by imposing restrictions on the activities of tricycle operators, commonly known as ‘Pragya’, within the Central Business District (CBD).

The decision, which was reached during a meeting on August 14, aims to address concerns about the growing traffic congestion

and disregard for traffic regulations exhibited by these operators, leading to disorderly scenes on the roads.

The restrictions will be enforced in various areas, including the Central Business Districts of Accra Metropolitan, Krowor, Korle Klottey, Tema Metropolitan, La Dade Kotopon, La Nkwantanang Madina, Ayawaso East, Ayawaso West,

Ayawaso Central, Ayawaso North, Ledzokuku, Okaikwei North, and Adentan Municipal. The goal is to restore order and peaceful conditions on the streets.

In addition to the tricycle restrictions, the GARCC has also prohibited the use of party paraphernalia during festivals within the Greater Accra Region.

The regional minister, Henry Quartey, issued a statement urging the Metropolitan, Municipal, and District Chief Executives to ensure

that the local authorities sensitize the public and subsequently pass bye-laws to facilitate the implementation of these resolutions. This move reflects the regional authorities’ efforts to tackle the ongoing traffic and disorder issues in the region’s urban areas.

PRESS RELEASE
RESOLUTION ON THE OPERATIONS OF TRICYCLES AND BAN ON PARTY
PARAPHERNALIAS DURING FESTIVALS
The Greater Accra Regional Co-ordinating Council (GARCC), the highest decision
making body of the region at its general meeting held on 14th August, 2023, noted
with grave concern the unregulated activities and operations of tricycles popularly
called “Pragyia” and “Aboboyaa” within the Central Business District (CBD) as well as
some principal streets in Accra.
This situation has resulted in heavy traffic congestion and chaotic scenes with
indiscriminate packing and flouting of traffic regulations among others. The Council
therefore deems it very imperative and urgent to regulate the movement of these
“Pragyias” and “Aboboyaas” and create a conducive environment for businesses to
thrive and for the comfort of travellers.
The meeting underscored the peace prevailing in the region and affirmed the
importance of unity among the Chiefs and people by ensuring division is prevented
during festivals.
The council has therefore resolved as follows:

1. A restriction on the movement of “Pragyia” and “Aboboyaa” in the Central
   Business Districts (CBD) of Accra Metropolitan, Krowor, Korle Klottey, Tema
   Metropolitan, La Dade Kotopon, La Nkwantanang Madina, Ayawaso East,
   Ayawaso West, Ayawaso Central, Ayawaso North, Ledzokuku, Okaikwei North
   and Adentan Municipal;
2. To reinforce the ban on the use of “Aboboyaa” on the Motorway and Principal
   Streets in the region; and
3. A ban on the use of party paraphernalia during festivals in the region (no
   hoisting of flags, no wearing of party attires among others);
   The Council charged all Metropolitan, Municipal and District Chief Executives and
   their Presiding Members to ensure that all Metropolitan, Municipal and District
   Assemblies (MMDAs) sensitize the public and subsequently pass a bye-law to
   promote the implementation of the resolutions.
   We urge all citizens in the Greater Accra region to support this campaign in our
   collective efforts to make Greater Accra work.
